<strong>Concerns that staff reductions could compromise the company&#8217;s ability to protect users<\/strong>, the <a target=\"_blank\" href=\"https:\/\/www.wsj.com\/articles\/twitter-investigation-ftc-musk-documents-db6b179e\" rel=\"noopener\"><em>Wall Street Journal<\/em><\/a> reports.<\/p>\n<blockquote>\n<p class=\"css-xbvutc-Paragraph e3t0jlg0\" data-type=\"paragraph\"><em>In 12 letters sent to Twitter and its lawyers since <a target=\"_blank\" class=\"css-1h1us5y-StyledLink exk4ewm0\" data-type=\"link\" href=\"https:\/\/www.wsj.com\/articles\/elon-musk-completes-twitter-takeover-11666918031?mod=article_inline\" rel=\"noopener noreferer\">Mr. Musk\u2019s Oct. 27 takeover<\/a>, <strong>the FTC also asked the company to \u201cidentify all journalists\u201d granted access to company records<\/strong> and to provide information about the launch of <a target=\"_blank\" class=\"css-1h1us5y-StyledLink exk4ewm0\" data-type=\"link\" href=\"https:\/\/www.wsj.com\/articles\/twitter-reintroduces-upgraded-subscription-service-11670893139?mod=article_inline\" rel=\"noopener noreferer\">the revamped Twitter Blue<\/a> subscription service, the documents show.<\/em><\/p>\n<div class=\"paywall css-1u1nl00-PaywalledContentContainer e1db8bjv0\">\n<p class=\"css-xbvutc-Paragraph e3t0jlg0\" data-type=\"paragraph\"><em><strong>The FTC is also seeking to depose Mr. Musk <\/strong>in connection with the probe. -WSJ<\/em><\/p>\n<\/div>\n<\/blockquote>\n<p>&#8220;We are concerned these staff reductions impact Twitter\u2019s ability to protect consumers\u2019 information,&#8221; wrote an FTC official in a Nov. 10 letter to Twitter attorneys, shortly after the company&#8217;s initial wave of layoffs.<\/p>\n<p>The demand letters were obtained by the GOP-led House Judiciary Committee <strong>which published limited excerpts in a Tuesday staff report concerning the &#8216;weaponization&#8217; of federal agencies<\/strong>.<\/p>\n<p>As recently as January, the FTC felt that Twitter was engaging in a &#8220;troubling pattern of ongoing delay&#8221; which raised &#8220;serious concerns about its compliance.&#8221;<\/p>\n<p>In response to the <em>Journal<\/em>&#8216;s questions, FTC spokesman Douglas Farrar said that &#8220;Protecting consumers\u2019 privacy is exactly what the FTC is supposed to do,&#8221; adding that the agency is &#8220;conducting a rigorous investigation into Twitter\u2019s compliance with a consent order that came into effect long before Mr. Musk purchased the company.&#8221;<\/p>\n<p><strong>The FTC inquiries have raised concerns over whether the company can comply <\/strong>with a $150 million settlement related to allegations of privacy violations which predated Musk&#8217;s purchase of the company.<\/p>\n<p>According to the Judiciary Committee report, &#8220;There is no logical reason, for example, why the FTC needs to know the identities of journalists engaging with Twitter,&#8221; adding &#8220;There is no logical reason why the FTC, on the basis of user privacy, needs to analyze all of Twitter\u2019s personnel decisions. And<strong> there is no logical reason why the FTC needs every single internal Twitter communication about Elon Musk<\/strong>.&#8221;<\/p>\n<p>According to a November statement from Musk to Twitter employees, the company will follow both the letter and the spirit of the 2022 FTC settlement. In December, he announced that the company&#8217;s headcount had been reduced from roughly 8,000 employees to 2,000.<\/p>\n<p>In letters ranging from Nov. 10 through Feb. 1, the FTC asked Twitter to quantify the number of layoffs and resignations, and requested an in-depth accounting of what new executives are responsible, and who would be overseeing privacy and security matters.<\/p>\n<blockquote>\n<p class=\"css-xbvutc-Paragraph e3t0jlg0\" data-type=\"paragraph\"><em>One letter pressed for an explanation of the departure of Jim Baker, the former Justice Department official who until December <a target=\"_blank\" class=\"css-1h1us5y-StyledLink exk4ewm0\" data-type=\"link\" href=\"https:\/\/www.wsj.com\/articles\/elon-musks-release-of-documents-triggers-twitter-lawyer-jim-bakers-exit-11670386165?mod=article_inline\" rel=\"noopener noreferer\">was a senior Twitter lawyer<\/a> with responsibilities for ensuring compliance with the FTC order.\u00a0\u00a0<\/em><\/p>\n<p class=\"css-xbvutc-Paragraph e3t0jlg0\" data-type=\"paragraph\"><em><strong>The FTC also asked for all internal Twitter communications \u201crelated to Elon Musk,\u201d or sent \u201cat the direction of, or received by\u201d Mr. Musk. <\/strong><\/em><\/p>\n<p class=\"css-xbvutc-Paragraph e3t0jlg0\" data-type=\"paragraph\"><em>Mr. Musk was scheduled to be deposed by the FTC on Feb. 3 but had a potential conflict related to court testimony in a securities lawsuit, according to a Jan. 24 FTC letter. The deposition hasn\u2019t happened, said a person briefed on the matter. -WSJ<\/em><\/p>\n<\/blockquote>\n<p>On Dec. 13, the FTC asked Twitter for information regarding journalists Musk has granted access to view internal communications as part of the so-called &#8220;Twitter Files&#8221; disclosures.
