As House Republicans are teeing up a vote this weekon a debt ceiling plan that includes $4.5 trillion in spending cuts<\/a>, some Democrats in Congress are starting to call on President Joe Biden to restart negotiations with House Speaker Kevin McCarthy, R-Calif., at least on the federal budget.<\/a><\/p>\n

\u201cHe should negotiate on the budget. That is the place to negotiate, and they should start those negotiations now,\u201d Sen. Amy Klobuchar, D-Minn., said on CNN\u2019s \u201cState of the Union.\u201d \u201cNot using the American people and their mortgages as hostage because right now, you\u2019ve gotta simply make clear, we\u2019re gonna avoid default and get this behind us.\u201d<\/p>\n

\u201cWe pay our bills,\u201d Klobuchar added, specifying that budget negotiations should be separate from raising the debt ceiling.<\/p>\n

McCarthy: Biden is ‘putting the country in default’<\/h2>\n

McCarthy has criticized Biden<\/a> for refusing discussions on raising the debt ceiling and cuts in the federal budget.<\/a><\/p>\n

\u201cFor more than 80 days it\u2019s been since I sat down with the president on Feb. 1 to negotiate, to work through this, and he\u2019s ignored it,\u201d McCarthy said on Fox News\u2019 \u201cSunday Morning Futures.\u201d<\/p>\n

\u201cI\u2019m beginning to wonder about the words that he says and the thoughts that he\u2019s using. Because the idea that he won\u2019t even negotiate for more than 80 days, he is now putting the country in default,\u201d McCarthy said, pinning a potential default <\/a>on Biden. \u201cWe are the only ones being responsible and sensible about this.\u201d<\/p>\n

Klobuchar calling for Biden to negotiate strictly on the budget differs from her colleague, Sen. Joe Manchin, D-W.Va.<\/a><\/p>\n

Manchin applauded McCarthy\u2019s bill<\/a> last week despite some of his own reservations about the proposed spending cuts. He specifically called on Biden to begin negotiations on the debt limit.<\/a><\/p>\n

\u201cI applaud Speaker McCarthy for putting forward a proposal that would rein in federal spending.\u201d Manchin said in a statement. \u201cWhile I do not agree with everything proposed, the fact of the matter is that it is the only bill actually moving through Congress that would prevent default.\u201d<\/p>\n

\u201cFor the sake of the country, I urge President Biden to come to the table, propose a plan for real and substantive spending cuts and deficit reduction, and negotiate now.\u201d Manchin continued.<\/p>\n

House Democrats call on Biden to restart discussions<\/h2>\n

As the reality of a potential default nears,<\/a> some House Democrats have started to publicly urge Biden to restart negotiations with McCarthy.<\/p>\n

\u201cI don\u2019t think there\u2019s any harm in the two of them sitting down to talk,\u201d Rep. Greg Landsman, D-Ohio., told Politico<\/a>, condemning\u201cThe idea that we\u2019re even coming this close to a potential default.”\u00a0<\/p>\n

Rep. Debbie Dingell, D-Mich., also told Politico that the White House \u201ccan\u2019t keep waiting.\u201d<\/p>\n

Even then, Dingell expressed doubts that McCarthy will beable to wrangle his narrow GOP majority in the House<\/a> to successfully push through his debt ceiling proposal, saying some House Republicans could be uncomfortable with some of the spending cuts.<\/a><\/p>\n

For his part, McCarthy expressed confidence he had the votes to pass the proposal.<\/a><\/p>\n

\u201cWe will hold a vote this week, and we will pass it, and we will send it to the Senate,\u201d McCarthy said on Fox News\u2019 \u201cSunday Morning Futures.\u201d<\/p>\n

Senate Majority Leader Chuck Schumer has already said the debt limit bill, if the House passes it, is dead on arrival.<\/p>\n

When will the US default on its debts?<\/h2>\n

The U.S. Treasury could run out of cash to continue paying its obligations as early as this summer, according to the nonpartisan Congressional Budget Office.<\/p>\n

If Congress does not raise the debt ceiling by then, the government would default on its debts, which has never happened in U.S. history. Should that happen, it could cause a global economic crisis.<\/p>\n

“Failure to meet the government\u2019s obligations would cause irreparable harm to the U.S. economy, the livelihoods of all Americans, and global financial stability,\u201d Treasury Secretary Janet Yellen wrote in a letter to congressional leadership in January.<\/a><\/p>\n
