NATO Expansion: A New Detailed Timeline<\/span><\/p>\n

\n

The official website of the North Atlantic Treaty Organization has since January of this year featured an entire page<\/a> which seeks to “debunk” what it calls “Russian disinformation on NATO”.\u00a0<\/p>\n

The series of “myths” that the official NATO page<\/a> sets out to dispel in one section mocks the very term “NATO expansion”\u2014<\/em>strongly suggesting that it’s so misleading, the words shouldn’t even be used in conversation or in media reporting.<\/p>\n

Here is what NATO claims as part of its ‘debunking’ and setting forth of ‘facts’…<\/p>\n

The wording \u201cNATO expansion\u201d is already part of the myth<\/strong>. NATO did not hunt for new members or want to \u201cexpand eastward.\u201d NATO respects every nation\u2019s right to choose its own path. NATO membership is a decision for NATO Allies and those countries who wish to join alone.<\/em><\/p>\n

In recent days Terry Cowan – a geopolitical commentator and Lecturer of History at University of Texas at Tyler – has compiled a new and very helpful timeline documenting the history of NATO’s eastward expansion to Russia’s doorstep<\/strong>.\u00a0<\/p>\n

Below is professor Cowan’s\u00a0NATO Expansion: A Timeline<\/a>.<\/em><\/p>\n

* * *<\/p>\n

There is an official narrative to our war with Russia through Ukrainian proxies. To be sure, Russian troops did cross the Ukrainian border, and territorial integrity is important to us, except, of course, when it isn\u2019t.\u00a0 President Biden enunciated it on the day Russian troops poured over the Ukrainian border:<\/p>\n

“This was never about genuine security concerns on their part. It was always about naked aggression, about Putin\u2019s desire for empire\u00a0 by any means necessary\u2013by bullying Russia\u2019s neighbors through coercion and corruption, by changing\u00a0 borders by force, and, ultimately, by choosing a war without a cause.”<\/em><\/p>\n

Biden has reiterated that view, certainly less articulately<\/strong>, in recent days at the D-Day observances in Normandy, but the basic outline is still there, to-wit:<\/p>\n

Our heavy involvement in Ukraine since 1991 did nothing to contribute to the conflict.<\/p>\n

Russia\u2019s security concerns about the advancement of NATO eastward are silly.<\/p>\n

There are bullies in the world, but the bully is never us.<\/p>\n

Although the 4th largest economy in the world (in purchasing power), Russia still longs to recreate the Soviet Union.<\/p>\n

Russia is corrupt, although their current leader is elected, while Ukraine is not corrupt, although their current leader rules by martial law.<\/p>\n

Changing borders is wrong, when Russia does it. When we do it (Kosovo), it is for humanitarian reasons.<\/p>\n

No actions by the West or Ukraine over 8 years against Russian speakers in the Donbass that resulted in 14,000 deaths provide any justification for Russia\u2019s actions.<\/p>\n

Russia is bad, the West is good.<\/p>\n

So there you have it<\/strong>. This is our official narrative<\/strong>. This aligns with our sentiments and comforts our ideological prejudices, even if it is lacks much in the way of self-awareness.<\/p>\n

There is another narrative, however; one that is not ideologically-driven and is buttressed by actual facts. That is the story\u00a0Glenn Diesen tells in\u00a0The Ukraine War & the Eurasian World Order<\/em><\/a>. What I have done is to construct a Time Line of NATO expansion, taken from Diesen\u2019s narrative. I find it compelling.\u00a0<\/p>\n

20 former U.S. officials wrote open letter opposing NATO expansion, \u201cconvincing\u00a0most\u00a0 Russians that the United States and the West are attempting to isolate, encircle and subordinate them, rather than integrating them into a new European system of collective security.\u201d<\/p>\n

President Clinton:<\/p>\n

50 prominent U.S. foreign policy experts sent letter to President Clinton warning\u00a0that NATO expansion \u201cis a policy error of historic proportions.\u201d<\/p>\n

Ambassador Jack Matlock argued that Washington repeated the same mistake made at Versailles in 1919 by excluding Russian and establishing a security order that would perpetuate the weakness of Russia.<\/p>\n

The justification of NATO\u2019s post-Cold War existence was therefore to respond to the security threats that had been created by its expansion<\/strong><\/em>.<\/strong><\/p>\n

Former Secretary of State James Baker warned that the purported need for an insurance policy could become a self-fulfilling prophecy.:\u00a0 \u201cThe best way to find an enemy is to look for one, and I worry that that is what we are doing when we try to isolate Russia.\u201d<\/p>\n

Color Revolutions<\/p>\n

Mocked Russia\u2019s concerns about the U.S. placing 10 interceptive missiles in Eastern Europe:\u00a0 \u201cpurely ludicrous, and everybody knows it.\u201d\u00a0 Within a few years, the\u00a0number had risen to several hundred.<\/em><\/p>\n

2008<\/strong><\/p>\n

Moscow proposed new pan-European security architecture; opposed by West as\u00a0feared it would weaken NATO.<\/p>\n

NATO Bucharest Summit<\/p>\n

\u201cWe agreed today that these countries [Ukraine and Georgia] will become members of NATO.\u201d A Gallup poll taken in Ukraine at the time revealed that 46% valued closer ties to Russia, while only 10% favored closer ties with the U.S. over Russia.<\/em><\/p>\n

\u201c…if Ukraine is to survive and thrive, it must not be either side\u2019s outpost against the other-it should function as a bridge between them\u2026any attempt by one wing of Ukraine to dominate the other\u2013as has often been the pattern\u2013would lead eventually to civil war or break up.\u201d<\/em><\/p>\n

\u201cWashington\u2019s planned seizure of Russia\u2019s historic, legitimate warm-water naval base\u00a0in Crimea failed.\u201d<\/p>\n

Washington\u2019s reference to the sacred principle of territorial integrity in accordance with international law was unconvincing as the West\u2019s rules-based international order\u00a0had introduced the right to self-determination as a competing principle to territorial\u00a0integrity.\u00a0 It was therefore problematic to make a convincing legal case for why the secession of Crimea was different from the secession of Kosovo.<\/p>\n

Approximately 75% of Ukraine\u2019s naval personnel defected to Russia or quit the\u00a0Ukrainian navy.<\/p>\n

\u201cThe real question, however, is why Obama and his advisors thought the United States and the European Union could help engineer the ouster of a democratically\u00a0elected and pro-Russian leader in Ukraine and expect Vladimir Putin to go along with it.\u201d<\/em><\/p>\n

In accordance with the rules-based international order, NATO countries refer to\u00a0liberal democratic norms to exempt themselves from constraints imposed by international law.<\/p>\n

Ukraine, Donbass, Germany, France, Russia agreed to pursue diplomatic reform for\u00a0Donbass autonomy; never pursued.\u00a0 Victoria Nuland described Angela Merkel as\u00a0\u201cdefeatist,\u201d John McCain referred to it as \u201cMoscow Bullshit.\u201d<\/em><\/p>\n

Mikhail Gorbachev<\/p>\n

\u201cNATO\u2019s eastward expansion has destroyed the European security architecture as it was defined in the Helsinki Final Act in 1975.\u00a0 The eastern expansion was a 180-degree reversal, a departure from the decision of the Paris Charter in 1990 taken together by al the European states to put the Cold War behind us for good.\u00a0 Russian proposals, like the one by former President Dmitri Medvedev that we should sit down together to work on a new security architecture, were arrogantly ignored by the West.\u00a0 We are now seeing the results.\u201d<\/em><\/p>\n

2019<\/strong><\/p>\n

The U.S. unilaterally withdraws from the INF Treaty<\/p>\n

Russia demanded that the U.S. not place missiles in Ukraine as they had done in\u00a0\u00a0Poland and Romania.<\/em><\/p>\n

2021<\/strong><\/p>\n

The UK signed a naval agreement with Ukraine.<\/p>\n

NATO pushed the prospect of membership for Ukraine<\/p>\n

\u201cWe reiterate the decision made at the 2008 Bucharest Summit that Ukraine will become a member of the Alliance.\u201d<\/em><\/p>\n

Russia sent the U.S. a draft treaty outlining the conditions to restore security and\u00a0stability in Europe.\u00a0 President Biden responded \u201cI don\u2019t accept anyone\u2019s red line.\u201d<\/p>\n

2022<\/strong><\/p>\n

Vladimir Putin<\/p>\n

\u201cListen attentively to what I am saying.\u00a0 It is written into Ukraine\u2019s doctrines that it wants to take Crimea back, by force if necessary.\u00a0 This is not what Ukrainian officials say in public.\u00a0 This is written in their documents\u2026Imagine that Ukraine is a NATO country and starts these military operations.\u00a0 What are we supposed to do?\u00a0 Fight against the NATO bloc?\u00a0 Has anyone given at least some thought to this?\u00a0Apparently not.\u201d<\/em><\/p>\n

Ambassador Jack Matlock<\/p>\n

\u201cThe war might have been prevented\u2013probably would have been prevented\u2013if\u00a0Ukraine had been willing to abide by the Minsk Agreement, recognize the Donbass as an autonomous entity within Ukraine, avoid NATO military advisors, and pledge not to enter NATO.\u201d<\/em><\/p>\n

John Mearsheimer<\/p>\n

\u201cThe United States and its European allies share most of the responsibility for the crisis.\u00a0 The taproot of the trouble is NATO enlargement.\u201d<\/em><\/p>\n

President Biden<\/p>\n

Through Turkish intermediation, Russia and Ukraine reach an agreement. \u201cRussia would withdraw to its position on February 23, when it controlled\u00a0part of the Donbas region and all of Crimea, and in exchange, Ukraine would promise\u00a0not to seek NATO membership and instead receive security guarantees from a\u00a0number of countries.\u201d<\/p>\n

Boris Johnson came to Kiev with two messages:\u00a0 \u201cThe first is that Putin is a war\u00a0criminal, he should be pressured , not negotiated with.\u00a0 And the second is that even if\u00a0Ukraine is ready to sign some agreements on guarantees with Putin, they [the UK and the U.S.] are not.<\/p>\n

\u201cThe war in Ukraine can end only with Valdimir Putin\u2019s defeat.\u201d\u00a0 President\u00a0Zelensky invoked a degree making it illegal to negotiate with Putin.\u00a0 Any political settlement would require the removal of Putin from power.<\/p>\n

2023<\/strong><\/p>\n

Victoria Nuland:<\/p>\n

\u201cI am, and I think the Administration is, very gratified to know that Nord Stream 2 is now, as you like, to say, a hunk of metal at the bottom of the sea.\u201d<\/em><\/p>\n
