Titled \u201c<a href=\"https:\/\/americarenewing.com\/policy-brief-pivoting-the-us-away-from-europe-to-a-dormant-nato\/\">Pivoting the US Away from Europe to a Dormant NATO<\/a>\u201d, it details how the US can get the EU to defend Europe while the US focuses on containing China in Asia.<\/p>\n<p><a href=\"https:\/\/cms.zerohedge.com\/s3\/files\/inline-images\/httpssubstack-post-media.s3.amaz%20%2813%29_2.jpg?itok=NJXyQfbd\"><\/a><\/p>\n<p>The gist is that the US would pull funding from non-essential NATO activities that have nothing to do with defending the bloc from a Russian attack, which Maitra believes isn\u2019t realistic anyhow owing to a lack of will and capability, thus enabling it to return to its core mission and reduce bureaucratic bloat. Everyone would be\u00a0<a href=\"https:\/\/korybko.substack.com\/p\/trumps-nato-comments-are-actually\">pressured to ramp up military spending<\/a>\u00a0in order to remain under the US\u2019 nuclear umbrella, but sub-bloc coalitions would take responsibility for defending the eastern flank, not the US.<\/p>\n<p><strong>Maitra\u2019s proposal is aimed at ending the era of European freeloading by abruptly shifting the burden for continental defense onto their shoulders, with the US then transforming into an \u201coffshore balancer\u201d vis-\u00e0-vis Eurasia (mostly with respect to China and Russia) and \u201ca logistics provider of last resort\u201d for the EU. <\/strong>As part of this transition, the EU would develop cross-border defense industries instead of retaining its purely national ones so as to improve interoperability, thus facilitating the US\u2019 aforesaid logistics role.<\/p>\n<p>As regards Politico\u2019s piece, which builds upon Maitra\u2019s policy brief in the ways that were just explained, Trump 2.0 would also reportedly halt NATO expansion while entertaining the idea of freezing the\u00a0<a href=\"https:\/\/astutenews.com\/2022\/03\/russia-is-waging-an-existential-struggle-in-defense-of-its-independence-sovereignty\/\">NATO-Russian<\/a>\u00a0<a href=\"https:\/\/korybko.substack.com\/p\/20-constructive-critiques-about-russias\">proxy war<\/a>\u00a0along the Line of Contact. In principle, this approach would meet some of Russia\u2019s security guarantee requests, thus possibly creating grounds for a\u00a0<a href=\"https:\/\/korybko.substack.com\/p\/russia-is-open-to-compromise-but\">pragmatic compromise<\/a>. Suffice to say,\u00a0<a href=\"https:\/\/thealtworld.com\/andrew_korybko\/ukraines-top-five-challenges-are-unsolvable\">Ukraine<\/a>\u00a0wouldn\u2019t be allowed to join NATO, though it would still\u00a0<a href=\"https:\/\/korybko.substack.com\/p\/the-us-security-pact-with-ukraine\">maintain military ties<\/a>\u00a0with the West.<\/p>\n<p><strong>Although the Biden Administration is controlled by\u00a0<a href=\"https:\/\/astutenews.com\/2022\/05\/whats-dishonestly-smeared-as-russian-propaganda-is-just-the-multipolar-worldview\/\">liberal<\/a>&#8211;<a href=\"https:\/\/korybko.substack.com\/p\/the-wests-liberal-globalist-elite\">globalists<\/a>\u00a0who believe that the US should continue letting the EU freeload off of it as a reward for their ideological alignment, military-strategic imperatives vis-a-vis China have already prompted the Pentagon to partially implement Trump\u2019s plan. <\/strong>This has taken the form of promoting the rapid resumption of Germany\u2019s military leadership in the EU via the \u201c<a href=\"https:\/\/korybko.substack.com\/p\/germany-is-rebuilding-fortress-europe\">Fortress<\/a>\u00a0<a href=\"https:\/\/korybko.substack.com\/p\/poland-is-poised-to-play-an-important\">Europe<\/a>\u201d project, which the two preceding hyperlinked analyses describe at length.<\/p>\n<p>In brief, the idea is for the US to rely on a German-led sub-bloc for containing Russia in Europe at the US\u2019 behest as the US \u201cPivots (back) to Asia\u201d to contain China, which would be facilitated by its \u201cfriendly rival\u201d Poland\u2019s comprehensive subordination as Berlin\u2019s \u201cjunior partner\u201d. Like Germany, Poland also wants to build the EU\u2019s largest land force, and these two\u2019s efforts can complement one another if they\u2019re coordinated by the US through the aforementioned hierarchy.<\/p>\n<p>The \u201c<a href=\"https:\/\/korybko.substack.com\/p\/next-months-nato-summit-might-see\">military Schengen<\/a>\u201d that those two and the Netherlands agreed to in February, which was recently\u00a0<a href=\"https:\/\/www.politico.eu\/article\/france-germany-poland-emmanuel-macron-military-ties-risky-snap-election\/\">joined by France<\/a>, could soon foreseeably expand to include the Baltic States and thus accelerate the construction of the planned \u201c<a href=\"https:\/\/korybko.substack.com\/p\/the-eu-defense-line-is-the-latest\">EU defense line<\/a>\u201d along the bloc\u2019s eastern borders. These processes are already unfolding despite the Biden Administration\u2019s ideological agenda precisely because the Pentagon realized that this is the most optimal way to maintain America\u2019s military leadership in the\u00a0<a href=\"https:\/\/korybko.substack.com\/p\/towards-tri-multipolarity-the-golden\">New Cold War<\/a>.<\/p>\n<p>The US can\u2019t remain mired in a European \u201cforever war\u201d, which is what the NATO-Russian proxy war in Ukraine could become if Moscow doesn\u2019t achieve a military breakthrough\u00a0<a href=\"https:\/\/news.sky.com\/story\/russia-is-producing-artillery-shells-around-three-times-faster-than-ukraines-western-allies-and-for-about-a-quarter-of-the-cost-13143224\">brought about by its lead<\/a>\u00a0in the \u201c<a href=\"https:\/\/korybko.substack.com\/p\/natos-self-declared-race-of-logistics\">race of logistics<\/a>\u201d\/ \u201c<a href=\"https:\/\/korybko.substack.com\/p\/the-new-york-times-confirmed-that-774\">war of attrition<\/a>\u201d, otherwise China\u2019s rise would become uncontrollable. This explains why anti-Russian hawk Kaja Kallas said last month that Ukraine can achieve \u201cvictory\u201d even\u00a0<a href=\"https:\/\/korybko.substack.com\/p\/the-estonian-prime-minister-redefined\">without reconquering its lost regions<\/a>\u00a0while Biden said around the same time that it\u00a0<a href=\"https:\/\/katehon.com\/en\/article\/bidens-bombshell-about-ukraine\">might not join NATO<\/a>.<\/p>\n<p><strong>These are major concessions that scale back the West\u2019s hitherto maximalist goals in that conflict<\/strong>, though they also coincided with more escalations such as\u00a0<a href=\"https:\/\/korybko.substack.com\/p\/the-us-is-now-more-openly-allowing\">openly letting<\/a>\u00a0Ukraine hit any targets inside of Russia,\u00a0<a href=\"https:\/\/korybko.substack.com\/p\/more-air-defenses-and-cross-border\">dispatching<\/a>\u00a0additional air defenses to Ukraine, and considering\u00a0<a href=\"https:\/\/korybko.substack.com\/p\/the-us-reported-pmc-plan-for-ukraine\">officially contracting PMCs<\/a>\u00a0there, et al.<\/p>\n<p>This contradiction is accounted for by the struggle between the US\u2019 ruling liberal-globalist faction and their comparatively less radical rivals who want to \u201cPivot (back) to Asia\u201d as soon as possible.<\/p>\n<p><strong>The first wants a \u201cforever war\u201d in Europe for ideological reasons so as to unite the West around the US\u2019 \u201cmoral leadership\u201d since it frames the New Cold War as a battle between \u201cdemocracies and autocracies\u201d, while the second has more realists within their ranks who see everything geopolitically. <\/strong>Accordingly, the liberal-globalists\u00a0<a href=\"https:\/\/russiancouncil.ru\/en\/analytics-and-comments\/columns\/military-and-security\/why-did-u-s-prioritize-containing-russia-over-china\/\">prioritize containing Russia<\/a>, while their rivals\u00a0<a href=\"https:\/\/korybko.substack.com\/p\/the-us-nascent-trilateral-alliance\">prioritize containing China<\/a>. The growing friction between them at this crucial moment in the New Cold War is responsible for these mixed signals.<\/p>\n<p>Nevertheless, while the outcome of their struggle remains unclear since a lot will depend on the US\u2019 presidential election, the fact of the matter is that the Biden Administration has still presided over the partial implementation of Trump\u2019s plan as was already explained. Supplementary evidence of this includes the EU\u2019s first-ever \u201c<a href=\"https:\/\/commission.europa.eu\/news\/first-ever-european-defence-industrial-strategy-enhance-europes-readiness-and-security-2024-03-05_en\">Defense Industry Strategy<\/a>\u201d, which Politico summarized\u00a0<a href=\"https:\/\/www.politico.eu\/article\/eu-plan-war-ready-complex-european-defence-industrial-strategy\/\">here<\/a>, thus showing that Maitra\u2019s cross-border industrial proposal is being advanced in parallel with the sub-bloc one.<\/p>\n<p>These military, political, and diplomatic developments are aimed at optimizing the US\u2019 power projection given its limited industrial capabilities at present, newfound intense competition from the\u00a0<a href=\"https:\/\/korybko.substack.com\/p\/president-xis-trip-to-moscow-solidifies\">Sino<\/a>&#8211;<a href=\"https:\/\/korybko.substack.com\/p\/korybko-to-shyam-saran-the-sino-russo\">Russo<\/a>\u00a0<a href=\"https:\/\/thealtworld.com\/andrew_korybko\/rics-differences-should-be-candidly-acknowledged-instead-of-denied-or-spun-by-alt-media\">Entente<\/a>, and the latest strategic dynamics of the Ukrainian Conflict.
