And while\u00a0education spending soars, <a href=\"https:\/\/www.zerohedge.com\/political\/education-nightmare-baltimore-chicago-public-schools-spend-spend-spend-test-scores-drop\">test scores are going in the wrong direction<\/a>.<\/p>\n<p>&#8220;The negative outlook incorporates difficulties Maryland will face to achieve balanced financial operations in coming years without sacrificing service delivery goals or adding to the weight of the state government&#8217;s burden on individual and corporate taxpayers,&#8221; Moody&#8217;s wrote in the report last month. This is the first time the credit\u00a0rating agency has issued a negative outlook for the state since 2011, several years after the GFC meltdown.\u00a0<\/p>\n<p>A looming fiscal cliff is primarily driven by edu\u00a0programs, including the Blueprint for Maryland&#8217;s Future education reforms. When the reform was passed, the genius progressive lawmakers in Annapolis\u00a0did not pass a funding mechanism.\u00a0<\/p>\n<p>&#8220;It&#8217;s a self-created hole,&#8221;\u00a0Republican State Senator Justin Ready told <em><a href=\"https:\/\/foxbaltimore.com\/news\/project-baltimore\/education-funding-pushing-maryland-toward-financial-cliff-lawmakers-offer-potential-fix-moodys-report-justin-ready-kirwan-blueprint-for-marylands-future\">investigative journalist Chris Papst of Fox45 News&#8217; Project<\/a><\/em> Baltimore late last month, adding,\u00a0&#8220;I&#8217;m disappointed but not surprised that we were downgraded to negative.&#8221;<\/p>\n<p>Senator Ready&#8217;s district includes Carroll and Frederick Counties, located west of Baltimore. Several years ago, he attempted to warn leftist\u00a0lawmakers in Annapolis that education spending would spark fiscal turmoil.\u00a0However, his warnings were ignored while progressives were more focused on pushing woke\u00a0policies.\u00a0<\/p>\n<p>&#8220;We have a very high-taxed state and local governments, and so we were concerned. We saw this as being unsustainable, an unsustainable increase,&#8221; said Ready.<\/p>\n<p>He continued,\u00a0&#8220;Education spending was always increasing.
