At last year\u2019s NATO summit, Zelensky was\u00a0<a href=\"https:\/\/www.nato.int\/cps\/en\/natohq\/official_texts_217320.htm\">offered<\/a>\u00a0only \u201can invitation to Ukraine to join the Alliance when Allies agree and conditions are met.\u201d<\/p>\n<p>\u201cUkraine isn\u2019t ready for NATO membership,\u201d U.S. President Joe Biden\u00a0<a href=\"https:\/\/www.nytimes.com\/2023\/07\/12\/world\/europe\/nato-ukraine-membership.html\">said\u00a0<\/a>because, as he\u00a0<a href=\"https:\/\/www.cnn.com\/2023\/07\/09\/politics\/joe-biden-ukraine-nato-russia-cnntv\/index.html\">told<\/a>\u00a0CNN, there are \u201cqualifications that need to be met, including democratization.\u201d<\/p>\n<p>Zelensky was\u00a0<a href=\"https:\/\/x.com\/ZelenskyyUa\/status\/1678707674811187200?s=20\">outraged<\/a>: \u201c<strong>It\u2019s unprecedented and absurd when time frame is not set neither for the invitation nor for Ukraine\u2019s membership<\/strong>. While at the same time vague wording about \u2018conditions\u2019 is added even for inviting Ukraine.\u201d<\/p>\n<p>At this year\u2019s NATO summit, to be held in Washington from July 9-11, <strong>corruption reform will be added to democratic reform<\/strong>. Ukraine will\u00a0<a href=\"https:\/\/www.telegraph.co.uk\/world-news\/2024\/05\/28\/ukraine-no-nearer-to-joining-nato-this-year-zelensky-told\/\">neither be offered<\/a>\u00a0membership in NATO <strong>nor a timeline to membership<\/strong>. Instead, they will be\u00a0<a href=\"https:\/\/www.telegraph.co.uk\/world-news\/2024\/07\/02\/ukraine-to-be-told-it-is-too-corrupt-to-join-nato\/\">told<\/a>\u00a0that they are still too corrupt to join NATO.<\/p>\n<p>According to a senior official in the State Department, although the U.S. has to \u201capplaud everything that Ukraine has done in the name of reforms over the last two-plus years\u2026 we want to talk about additional steps that need to be taken, particularly in the area of anti-corruption.\u201d In a recent\u00a0<a href=\"https:\/\/time.com\/6984968\/joe-biden-transcript-2024-interview\/\">interview<\/a>\u00a0with TIME, Biden cited \u201csignificant corruption\u201d for <strong>not being \u201cprepared to support the NATOization of Ukraine.\u201d<\/strong><\/p>\n<p>Instead of being given membership, Ukraine will be given \u201c<strong>a list of reforms<\/strong> it will be expected to carry out before its membership ambitions can be realized.\u201d<\/p>\n<p>As a consolation, Ukraine will be\u00a0<a href=\"https:\/\/www.nytimes.com\/2024\/06\/26\/world\/europe\/nato-ukraine-washington-membership-summit.html\">offered<\/a>\u00a0<strong>a headquarters in Germany<\/strong> \u201cto give something solid to Kyiv at the summit even as they maintain the time is not right for Ukraine to join.\u201d\u00a0<a href=\"https:\/\/www.wsj.com\/world\/europe\/nato-to-establish-new-kyiv-post-for-ukraine-81b4205c\">The mission<\/a>, to be called <strong>NATO Security Assistance and Training for Ukraine<\/strong>, will match the weapons the West sends to Ukrainian needs and coordinate training of Ukrainian troops without NATO itself providing that training. NATO will also offer Ukraine a senior civilian official to be stationed in Kiev who will oversee Ukraine\u2019s \u201clonger-term military- modernization requirements and nonmilitary support.\u201d<\/p>\n<p><a href=\"https:\/\/cms.zerohedge.com\/s3\/files\/inline-images\/zelnskynto.jpg?itok=ukrzTYc4\"><em>Via AP<\/em><\/a><\/p>\n<p>NATO leaders at this year\u2019s summit will attempt the sleight of hand of making the same old offer being made to Ukraine look shiny and new. Though what is being promised Ukraine won\u2019t change, the wording of the promise will. Ukraine won\u2019t be offered membership in NATO, but\u00a0<a href=\"https:\/\/www.defensenews.com\/global\/europe\/2024\/06\/03\/nato-to-unveil-ukraine-security-package-as-bridge-to-membership\/\">they will be offered<\/a>\u00a0\u201ca bridge to their membership inside the alliance.\u201d They will be offered a \u201cpath\u201d to membership, though NATO is \u201c<a href=\"https:\/\/www.telegraph.co.uk\/world-news\/2024\/05\/28\/ukraine-no-nearer-to-joining-nato-this-year-zelensky-told\/\">very sceptical about bringing Ukraine any further along the path<\/a>\u00a0to full Nato membership this year.\u201d<\/p>\n<p>In an attempt to mollify Ukraine, NATO is\u00a0<a href=\"https:\/\/www.wsj.com\/world\/europe\/nato-to-establish-new-kyiv-post-for-ukraine-81b4205c\">considering<\/a>\u00a0<strong>labelling the path to NATO membership as an \u201cirreversible\u201d path<\/strong>. NATO Secretary General Jens Stoltenberg has\u00a0<a href=\"https:\/\/www.defensenews.com\/global\/europe\/2024\/06\/03\/nato-to-unveil-ukraine-security-package-as-bridge-to-membership\/\">used that language<\/a>, promising that \u201c[t]he work we are undertaking now puts you on an irreversible path towards NATO membership so that when the time is right, Ukraine can become a NATO member straightaway.\u201d But Ukraine might not even get that. <strong>The U.S. and Germany have\u00a0<a href=\"https:\/\/www.telegraph.co.uk\/world-news\/2024\/06\/19\/uk-and-us-at-loggerheads-over-ukraine-nato-membership\/#:~:text=UK%20at%20loggerheads%20with%20US%20and%20Germany%20over%20Ukraine%20joining%20Nato,-United%20States%20and&amp;text=The%20United%20States%20and%20Germany,irreversible%E2%80%9D%20path%20to%20Nato%20membership.\">reportedly<\/a>\u00a0stymied even that concession, favoring replacing \u201cirreversible path\u201d with \u201cwell-lit bridge.\u201d<\/strong><\/p>\n<p>In order to avoid the debacle of last year\u2019s offer of an invitation to NATO when NATO is ready and Zelensky\u2019s angry reaction, NATO officials have engaged in \u201cexpectation management,\u201d muting NATO members supportive of Ukraine accession, while\u00a0<a href=\"https:\/\/www.telegraph.co.uk\/world-news\/2024\/05\/28\/ukraine-no-nearer-to-joining-nato-this-year-zelensky-told\/\">warning Zelensky<\/a>\u00a0not to demand the \u201cimpossible.\u201d NATO officials have asked Zelensky not to pressure NATO members to publicly support a timetable to NATO membership this time.<strong> \u201cThe hope,\u201d<\/strong>\u00a0<em>The New York Times<\/em>\u00a0<a href=\"https:\/\/www.nytimes.com\/2024\/06\/26\/world\/europe\/nato-ukraine-washington-membership-summit.html\">reports<\/a>, <strong>\u201cis that the mission and the commitment it represents will satisfy Mr. Zelensky and lead to a smoother summit than the last one, a year ago in Vilnius.. where he made his unhappiness clear.\u201d<\/strong><\/p>\n<p>It didn\u2019t work. Zelensky is already publicly stating his frustration and anger. \u201cWe understand that the White House is not ready to give us the invitation,\u201d Zelensky said in a June 30\u00a0<a href=\"https:\/\/www.inquirer.com\/opinion\/zelensky-ukraine-war-interview-trudy-rubin-20240630.html\">interview<\/a>\u00a0with\u00a0<em>The Philadelphia Inquirer<\/em>. He castigated the U.S. for being \u201cafraid to annoy Putin,\u201d saying \u201cthis is the reason why we are not invited.\u201d Zelensky criticized U.S. policy, saying,<strong> \u201cI don\u2019t think this is the policy of world leaders.
