(Simon Wohlfahrt\/AFP via Getty Images)<\/em><\/p>\n<p>Latvian Defense Minister Andris Spruds said that Russian President Vladimir Putin\u2019s continued targeting of civilians in Ukraine demonstrated a tolerance for \u201chuman loss.\u201d Mr. Putin\u2019s \u201cabsolute disregard of human life and human dignity,\u201d he said, had to be taken into account when dealing with Russia.<\/p>\n<p><em><strong>\u201cWe are dealing with an aggressive country,\u201d <\/strong><\/em>he said during a fireside chat hosted by Politico on the sidelines of NATO\u2019s 75th annual summit.<\/p>\n<p><em><strong>\u201cRussia is an existential threat, and we should be ready for this existential threat for years.\u201d<\/strong><\/em><\/p>\n<p>To that end, he added, the international community should prepare to fend off Russian aggression for years to come.<\/p>\n<p><strong>It was vital, he said, that NATO \u201cnot engage from positions of weakness and appeasement.\u201d<\/strong><\/p>\n<p>Estonia, Latvia, and Lithuania were all governed by the Soviet Union until its collapse in 1991.<\/p>\n<p>Now, Mr. Putin has implemented a foreign policy based on uniting the so-called Russian World, including substantial Russian-speaking communities in former Soviet states, which East European leaders fear will lead to conquests beyond Ukraine.<\/p>\n<p><strong>As such, Estonia, Latvia, and Lithuania have all exceeded NATO\u2019s guideline of spending 2 percent of their GDP on defense to ensure collective deterrence against foreign aggression.<\/strong><\/p>\n<p>Lithuanian National Defense Minister Laurynas Kasciunas said the investments were about \u201ctransforming the fear to preparedness.\u201d<\/p>\n<p>Mr. Kasciunas cited the Reagan-era doctrine of \u201cpeace through strength\u201d and said that NATO should be \u201cprepared to work with America\u201d to ensure such a policy regardless of the outcome of the U.S. presidential election in November.<\/p>\n<p><em><strong>\u201cRussians are not attacking when you\u2019re strong. It\u2019s a very simple thing.
