Madalina Vasiliu\/The Epoch Times<\/em><\/a><\/p>\n<p>Vice President Kamala Harris recently proposed the first-ever federal price gouging ban on the food and grocery industries. Harris and other White House officials have claimed that businesses are taking advantage of the economic climate and overcharging customers by sharply raising prices to pad their profits.<\/p>\n<p><strong>Cornell dismissed these assertions, <a href=\"https:\/\/www.cnbc.com\/video\/2024\/08\/21\/watch-cnbcs-full-interview-with-target-chairman-and-ceo-brian-cornell.html\">telling<\/a> CNBC\u2019s \u201cSquawk Box\u201d that Target is \u201cin a penny business.\u201d<\/strong><\/p>\n<p><em>\u201c<strong>It\u2019s a very competitive space<\/strong>,\u201d he said, explaining that the industry faces small profit margins.<\/em><\/p>\n<p>The Target executive noted that retailers must be responsible to consumers because they possess the power to seek lower prices and other products by scanning their phones or visiting other stores.<\/p>\n<p><strong>The Minnesota-based company has joined the crowd of other retailers that have responded to shoppers\u2019 concerns.<\/strong><\/p>\n<p>In May, Target <a href=\"https:\/\/corporate.target.com\/press\/release\/2024\/05\/target-will-help-consumers-save-big-by-lowering-prices-on-5,000-frequently-shopped-items\">announced<\/a> it would cut prices on about 5,000 essential everyday items, such as diapers, paper towels, fresh fruit and vegetables, coffee, and pet food, in order to bolster sales and generate higher traffic.<\/p>\n<p>Discounts have appeared successful, with in-store and web traffic <a href=\"https:\/\/corporate.target.com\/press\/release\/2024\/08\/target-corporation-reports-second-quarter-earnings\">rising<\/a> 3 percent in the previous quarter. Target\u2019s net profit margin\u2014the percentage of profit a business produces from its total revenue\u2014was up 2.4 percent year over year.<\/p>\n<p>While many retail outfits attempting to bring prices down amid more cost-conscious shoppers and slowing consumer demand, <strong>Walmart says inflation remains \u201cmore stubborn,\u201d particularly for dry groceries and processed foods.<\/strong><\/p>\n<p>\u201cWe have less upward pressure, but there are some that are still talking about cost increases, and we\u2019re fighting back on that aggressively because we think prices need to come down,\u201d Walmart CEO Doug McMillon said on a second-quarter <a href=\"https:\/\/www.fool.com\/earnings\/call-transcripts\/2024\/08\/15\/walmart-wmt-q2-2025-earnings-call-transcript\/\">earnings<\/a> call last week.<\/p>\n<h2>Debate About Price Gouging<\/h2>\n<p>Earlier this year, the current administration <a href=\"https:\/\/www.theepochtimes.com\/us\/democrats-demand-doj-probe-into-oil-industry-price-fixing-allegations-5660076\">launched<\/a> a joint Federal Trade Commission and Department of Justice task force to combat what officials say is illegal and unfair corporate pricing for food, rent, pharmaceuticals, and other goods and services.<\/p>\n<p>The debate persists as to whether corporate price gouging has kept inflation sticky and stubborn\u2014the Federal Reserve Bank of Atlanta\u2019s sticky-price Consumer Price Index (CPI) is up <a href=\"https:\/\/www.atlantafed.org\/research\/inflationproject\/stickyprice\">4.1 percent<\/a> year over year.<\/p>\n<p><strong>Fed officials and economists have expressed doubt that corporate gouging has contributed to the rampant price inflation over the last few years.<\/strong><\/p>\n<p>This past spring, San Francisco Fed economists published a <a href=\"https:\/\/www.frbsf.org\/research-and-insights\/publications\/economic-letter\/2024\/05\/are-markups-driving-ups-and-downs-of-inflation\/\">paper<\/a> that concluded the alleged price gouging was not a main factor for the inflationary pressures that have been prevalent since 2021.<\/p>\n<p><em>\u201cAn increase in pricing power would be reflected in price-cost markups, leading to higher inflation; likewise, a decline in pricing power and markups could alleviate inflation pressures,\u201d they wrote.<\/em><\/p>\n<p><em>\u201cThe aggregate markup across all sectors of the economy, which is more relevant for inflation, has stayed essentially flat during the post-pandemic recovery.\u201d<\/em><\/p>\n<p><strong>Chicago Fed President Austan Goolsbee <a href=\"https:\/\/www.cbsnews.com\/news\/austan-goolsbee-chicago-federal-reserve-bank-president-face-the-nation-transcript-08-18-2024\/\">told<\/a> CBS\u2019s \u201cFace the Nation\u201d that various \u201cdynamics at play\u201d can impact prices and wages.<\/strong><\/p>\n<p><em>\u201cIf you look at any given moment, that markup sort of the difference between what\u2019s happening to prices and what\u2019s happening to costs that can vary a lot over the business cycle,\u201d Goolsbee said.<\/em><\/p>\n<p><em>\u201cSo, I just caution everybody over concluding from any one observation about markups.\u201d<\/em><\/p>\n<p>The Producer Price Index (PPI)\u2014a metric that measures prices paid for goods and services by businesses\u2014has outpaced the CPI by <a href=\"https:\/\/fred.stlouisfed.org\/series\/PPIACO\">25 percent<\/a> to 20 percent since January 2021.<\/p>\n<p><strong>Fed Chair Jerome Powell, too, dismissed the idea that corporate price gouging is contributing to inflation.<\/strong><\/p>\n<p><em>\u201cIt\u2019s been very hard to track a connection with earnings and things,\u201d he <a href=\"https:\/\/x.com\/CNBC\/status\/1811061596577308924\">said<\/a> in July when he appeared before the House during his semiannual monetary policy report.<\/em><\/p>\n<p>This year, lawmakers have stepped up efforts to fight what they deem is price gouging and shrinkflation\u2014the act of raising prices by shrinking product sizes.<\/p>\n<p><strong>In February, Sen. Sherrod Brown (D-Ohio) <a href=\"https:\/\/www.brown.senate.gov\/newsroom\/press\/release\/sherrod-brown-corporate-price-gouging-tactics-distort-market-drive-inflation\">introduced<\/a> legislation to grapple with these issues, alleging that \u201ccorporations used supply shocks from the pandemic and war in Ukraine as an excuse to raise prices, and they keep raising them.\u201d<\/strong><\/p>\n<p>In a <a href=\"https:\/\/www.warren.senate.gov\/newsroom\/press-releases\/warren-casey-investigate-krogers-use-of-digital-price-tags-warn-of-grocery-giants-surge-pricing-causing-price-gouging-and-hurting-consumers\">letter<\/a> to Kroger CEO Rodney McMullen, Sens. Elizabeth Warren (D-Mass.) and Bob Casey (D-Penn.) accused the supermarket chain of price gouging and hurting consumers.<\/p>\n<p><em>\u201cIt is outrageous that as families continue to struggle to pay to put food on the table, grocery giants like Kroger continue to roll out surge pricing and other corporate profiteering schemes,\u201d the lawmakers wrote.<\/em><\/p>\n<p>A growing number of companies have embraced electronic shelving labels as part of broader dynamic pricing strategies.<\/p>\n<p>Proponents say electronic shelving labels can lower customers\u2019 prices over time because retailers can automate pricing updates and exploit the most recent data on a centralized pricing platform. Critics claim they will increase prices for consumers because dynamic pricing could help companies charge more for a product during times of the day when it is in higher demand.<\/p>\n<p><strong>Meanwhile, the public seems to support the flood of price-gouging claims.<\/strong><\/p>\n<p>A February Navigator Research <a href=\"https:\/\/navigatorresearch.org\/americans-blame-corporate-profits-and-ceo-salaries-for-price-increases\/\">study<\/a> highlighted that 85 percent of Americans say \u201ccorporations being greedy and raising prices to make record profits\u201d is a cause of inflation.
