The document spells out pressure for Russia to &#8220;incentivize it to negotiate a meaningful peace&#8221; in Ukraine; however, it&#8217;s anything but clear whether this is being called for in cooperation with Trump officials, who are engaged in direct talks with Moscow.<\/p>\n<p>The draft at one point references <strong>&#8220;troops and resources on the ground, coupled with robust international oversight to monitor agreed-upon lines,&#8221;<\/strong> <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2025-02-18\/g-7-allies-weigh-tightening-russian-oil-price-cap-to-hurt-moscow\">Bloomberg<\/a> writes.<\/p>\n<p><a href=\"https:\/\/cms.zerohedge.com\/s3\/files\/inline-images\/oilprice.jpg?itok=JpEbX4Nq\"><em>Image: EPA-EFE<\/em><\/a><\/p>\n<p>But based on the wording, it does seem a last-ditch parallel effort to jump-start a peace arrangement with Moscow, as European nations in particular seek a &#8216;seat at the table&#8217; &#8211; given both Zelensky and EU officials were completely cut out of Tuesday&#8217;s meetings with Russian representatives in Saudi Arabia.<\/p>\n<p>According to more of the <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2025-02-18\/g-7-allies-weigh-tightening-russian-oil-price-cap-to-hurt-moscow\">content<\/a>:<\/p>\n<p><em>The draft indicates the allies would \u201crecognize\u201d Ukrainian President Volodymyr Zelenskiy\u2019s \u201creadiness to engage in talks to end the war,\u201d while <strong>warning that Russian President Vladimir Putin\u2019s terms for peace \u201chave so far amounted to Ukraine\u2019s complete capitulation.\u201d<\/strong> The draft shows the allies are planning to meet with Zelenskiy on Feb. 24.<\/em><\/p>\n<p><em>Allies will call, according to the draft, for a <strong>\u201ccommon sense peace that is fair, a peace that lasts,\u201d<\/strong> which would entail <strong>\u201ca durable security guarantee.\u201d<\/strong><\/em><\/p>\n<p>The initial oil price cap by the Western allies, first implemented in December 2022, proved too easy for Russia to work around, as <strong>India and China<\/strong> <a href=\"https:\/\/www.zerohedge.com\/economics\/shipping-rates-russian-crude-india-surge-20-amid-sanctions\">have remained<\/a> the biggest buyers of Russian crude, and have proven not so compliant.<\/p>\n<p>The outgoing Biden administration in December then sought to ratchet sanctions on Russian oil, including sanctions on\u00a0Surgutneftgas and Gazprom Neft, two Russian oil firms which together account for 25% of exports. Middlemen who supply Russian oil have also been targeted.<\/p>\n<p>This new planned G7 initiative would aim to severely disrupt Russian oil exports to India and China, and if successful could give Trump&#8217;s team more leverage in negotiations with Moscow. But Bloomberg also notes:<\/p>\n<p><em>The allies will maintain their line that any negotiation to end the war \u201c<strong>must involve Ukraine\u2019s full participation,\u201d<\/strong> and leave it open to pursuing Euro-Atlantic integration.<\/em><\/p>\n<p><em>It\u2019s hard to be sure <strong>what tightening or adapting the cap would look like in practice<\/strong>.
