The exclusions cover a <strong>wide range of electronic devices<\/strong>, including smartphones, laptops, and related components.<\/p>\n<p>First<span>, President Trump paused reciprocal tariffs for non-retaliating countries (e.g., China) for 90 days last week. Now, updated guidance from CBP reveals that some of the <strong>highest-value trade<\/strong>\u2014particularly a wide range of electronics\u2014is excluded from the reciprocal tariffs<\/span>.\u00a0<\/p>\n<p><strong>Among the 20 tariff codes <a href=\"https:\/\/content.govdelivery.com\/bulletins\/gd\/USDHSCBP-3db9e55?wgt_ref=USDHSCBP_WIDGET_2\">listed<\/a> for exemption, three stand out in particular:<\/strong><\/p>\n<p><strong><em>8471<\/em><\/strong><em> \u2013 Automatic data processing machines and units thereof (e.g., <strong>laptops, desktops, servers<\/strong>).<\/em><\/p>\n<p><strong><em>8517.13.00<\/em><\/strong><em> \u2013 <strong>Smartphones and other telecommunication<\/strong> apparatus for cellular networks.<\/em><\/p>\n<p><em><strong>8542<\/strong> \u2013 Electronic integrated circuits (e.g., <strong>microprocessors, memory chips<\/strong>).<\/em><\/p>\n<p><strong>Here&#8217;s the complete list:<\/strong><\/p>\n<p><em><strong>8471<\/strong> \u2013 Automatic data processing machines and units thereof (e.g., laptops, desktops, servers).<\/em><\/p>\n<p><em><strong>8473.30<\/strong> \u2013 Parts and accessories for automatic data processing machines (e.g., computer parts).<\/em><\/p>\n<p><em><strong>8486<\/strong> \u2013 Machines and apparatus for the manufacture of semiconductor devices or electronic integrated circuits.<\/em><\/p>\n<p><em><strong>8517.13.00<\/strong> \u2013 Smartphones and other telecommunication apparatus for cellular networks.<\/em><\/p>\n<p><em><strong>8517.62.00<\/strong> \u2013 Machines for the reception, conversion, and transmission\/regeneration of voice, images, or other data (e.g., modems, routers).<\/em><\/p>\n<p><em><strong>8523.51.00<\/strong> \u2013 Solid-state non-volatile storage devices (e.g., flash memory, SSDs).<\/em><\/p>\n<p><em><strong>8524<\/strong> \u2013 Media for the recording of sound or other phenomena, not elsewhere specified (can include CDs, DVDs, etc.).<\/em><\/p>\n<p><em><strong>8528.52.00<\/strong> \u2013 Monitors capable of directly connecting to an automatic data processing machine (e.g., computer monitors).<\/em><\/p>\n<p><em><strong>8541.10.00<\/strong> \u2013 Diodes, other than photosensitive or light-emitting diodes (LEDs).<\/em><\/p>\n<p><em><strong>8541.21.00<\/strong> \u2013 Transistors with a dissipation rate of &lt;1 W.<\/em><\/p>\n<p><em><strong>8541.29.00<\/strong> \u2013 Other transistors.<\/em><\/p>\n<p><em><strong>8541.30.00<\/strong> \u2013 Thyristors, diacs, and triacs (semiconductor switching devices).<\/em><\/p>\n<p><em><strong>8541.49.10<\/strong> \u2013 Light-emitting diodes (LEDs) \u2013 chips mounted in discrete packages.<\/em><\/p>\n<p><em><strong>8541.49.70<\/strong> \u2013 Other LEDs, not listed elsewhere.<\/em><\/p>\n<p><em><strong>8541.49.80<\/strong> \u2013 Infrared LEDs.<\/em><\/p>\n<p><em><strong>8541.49.95<\/strong> \u2013 Other light-emitting semiconductor devices.<\/em><\/p>\n<p><em><strong>8541.51.00<\/strong> \u2013 Silicon-based photovoltaic devices (solar cells), whether or not assembled in modules or panels.<\/em><\/p>\n<p><em><strong>8541.59.00<\/strong> \u2013 Other photovoltaic devices.<\/em><\/p>\n<p><em><strong>8541.90.00<\/strong> \u2013 Parts of the goods of heading 8541 (e.g., parts for diodes, transistors, LEDs).<\/em><\/p>\n<p><em><strong>8542<\/strong> \u2013 Electronic integrated circuits (e.g., microprocessors, memory chips).<\/em><\/p>\n<p>To close out the week, the U.S.\u2013China trade war escalated in a highly predictable tit-for-tat fashion. The U.S. now imposes a 145% effective tariff rate on Chinese goods, while Beijing has retaliated with a <a href=\"https:\/\/www.zerohedge.com\/markets\/china-escalates-125-tariff-us-imports-signals-will-ignore-future-retaliation\">125% rate on American products<\/a>.<\/p>\n<p><a href=\"https:\/\/cms.zerohedge.com\/s3\/files\/inline-images\/2025-04-11_06-52-26.png?itok=0GO5y1jM\"><\/a><\/p>\n<p>Meanwhile,\u00a0Wall Street analysts have already trimmed sales estimates for U.S. companies with Chinese exposure, including Apple and Tesla, as economic storm clouds gather over global trade.<\/p>\n<p>Notably, most of the products now exempt from reciprocal tariffs are those the U.S. lacks the capacity to produce at scale\u2014highlighting the need for significant reshoring, investment, and supply chain restructuring.\u00a0<\/p>\n<p><a href=\"https:\/\/cms.zerohedge.com\/s3\/files\/inline-images\/GoDiSxPW0AAS7D1.jpg?itok=_qRk15R8\"><\/a><\/p>\n<p>Many of these products are also consumer essentials\u2014items Americans couldn\u2019t live without, such as smartphones and computers\u2014making them politically sensitive.
