{"id":1530074,"date":"2025-04-13T02:10:00","date_gmt":"2025-04-13T06:10:00","guid":{"rendered":"https:\/\/bugaluu.com\/news\/?p=1530074"},"modified":"2025-04-13T02:10:00","modified_gmt":"2025-04-13T06:10:00","slug":"critical-mineral-cooperation-with-pakistan-carries-with-it-five-strategic-risks-for-the-us","status":"publish","type":"post","link":"https:\/\/bugaluu.com\/news\/critical-mineral-cooperation-with-pakistan-carries-with-it-five-strategic-risks-for-the-us\/1530074\/","title":{"rendered":"Critical Mineral Cooperation With Pakistan Carries With It Five Strategic Risks For The US"},"content":{"rendered":"<p><span class=\"field field--name-title field--type-string field--label-hidden\">Critical Mineral Cooperation With Pakistan Carries With It Five Strategic Risks For The US<\/span><\/p>\n<div class=\"clearfix text-formatted field field--name-body field--type-text-with-summary field--label-hidden field__item\">\n<p><a href=\"https:\/\/korybko.substack.com\/p\/critical-mineral-cooperation-with\"><em>Authored by Andrew Korybko via substack,<\/em><\/a><\/p>\n<p><strong>The US sent one of its top diplomats for South Asia to attend the\u00a0<a href=\"https:\/\/pk.usembassy.gov\/u-s-senior-official-visits-pakistan-to-boost-minerals-cooperationstrengthen-economic-and-security-ties\/\">Pakistan Minerals Investment Forum<\/a>\u00a0in Islamabad last week, during which time he conveyed the Trump Administration\u2019s interest in critical mineral cooperation with Pakistan and met with senior political and military officials to discuss this.\u00a0<\/strong><\/p>\n<p><a href=\"https:\/\/cms.zerohedge.com\/s3\/files\/inline-images\/httpssubstack-post-media.s3.amaz%20%2818%29_6.jpg?itok=joj4nf8X\"><\/a><\/p>\n<p>These resources are integral to the \u201cFourth Industrial Revolution\u201d and that\u2019s why the US is negotiating such partnerships across the world with countries as varied as\u00a0<a href=\"https:\/\/korybko.substack.com\/p\/zelensky-has-no-feasible-alternative\">Ukraine<\/a>, the\u00a0<a href=\"https:\/\/archive.is\/aUi3o\">Congo<\/a>, and now Pakistan.<\/p>\n<p>Each of these three entail strategic risks, but it\u2019s only the last one that will be discussed in this analysis. To begin with, the bulk of Pakistan\u2019s mineral resources\u00a0<a href=\"https:\/\/ncc.gov.pk\/SiteImage\/Misc\/files\/Minerals%20Map%20Pakistan%20Eng(1)(1).pdf\">are located<\/a>\u00a0in its Khyber Pakhtunkhwa and Balochistan provinces, which are respectively suffering\u00a0<a href=\"https:\/\/korybko.substack.com\/p\/the-ttps-terrorist-threat-to-pakistan\">terrorist<\/a>\u00a0<a href=\"https:\/\/thealtworld.com\/andrew_korybko\/what-comes-next-after-the-jaffar-express-terrorist-attack-in-pakistan\">insurgencies<\/a>\u00a0waged by the\u00a0<a href=\"https:\/\/www.dni.gov\/nctc\/ftos\/ttp_fto.html\">Tehrik-i-Taliban Pakistan<\/a>\u00a0(TTP) and\u00a0<a href=\"https:\/\/2017-2021.state.gov\/terrorist-designations-of-balochistan-liberation-army-and-husain-ali-hazzima-and-amendments-to-the-terrorist-designations-of-jundallah\/\">Balochistan Liberation Army<\/a>\u00a0(BLA). The former is fighting to impose a radical Islamic dictatorship, the latter wants independence, and both are designated by the US as terrorists.<\/p>\n<p>Accordingly, <strong>the first strategic risk that critical mineral cooperation with Pakistan entails is that these groups target American companies and nationals in these two regions<\/strong>.\u00a0<\/p>\n<p>This is a plausible scenario since the BLA in particular is infamous for targeting Chinese workers, who they accuse of extracting their region\u2019s wealth. As for the TTP, it\u2019s waging war against the partially US-armed Pakistani state. Both groups are therefore expected to consider American companies and nationals to be legitimate targets.<\/p>\n<p>The second strategic risk builds upon the first and <strong>relates to the US being convinced by Pakistan that the aforesaid threats to its mining companies could be mitigated through preferential arms deals.<\/strong>\u00a0<\/p>\n<p>The Trump Administration would do well to think twice about that though since Pakistan\u2019s much more significant arms relationship with China hasn\u2019t made its workers any safer and perceived American favoritism of Pakistan by India could complicate their ties upon which a lot of the US\u2019 \u201cPivot (back) to Asia\u201d depends.<\/p>\n<p>Segueing into the third strategic risk, <strong>Pakistan might be offering the US critical mineral cooperation at this time not only to cause trouble in Indo-US ties, but also to relieve reported pressure upon its\u00a0<a href=\"https:\/\/2017-2021.state.gov\/terrorist-designations-of-balochistan-liberation-army-and-husain-ali-hazzima-and-amendments-to-the-terrorist-designations-of-jundallah\/\">ruling military establishment<\/a>\u00a0by the America First faction.<\/strong>\u00a0<\/p>\n<p>They believe that civilian-led democratic rule would facilitate the main anti-Chinese goal of the US\u2019 \u201cPivot (back) to Asia\u201d as explained\u00a0<a href=\"https:\/\/korybko.substack.com\/p\/the-future-of-us-pakistani-ties-is\">here<\/a>\u00a0so the ruling military establishment that stands to lose from this might be trying to buy them off with a mineral deal.<\/p>\n<p>The fourth strategic risk is that <strong>Pakistan doesn\u2019t comply with whatever strings the US might attach to a mineral deal in exchange for relieving pressure upon its military rulers.<\/strong> For instance, they might agree to distance Pakistan in some way from China, logistically facilitate mineral exports from Afghanistan if the US clinches a similar such deal there, and\/or allow CIA drone bases for spying on and threatening Iran.
