Roman Pilipey\/AFP via Getty Images<\/em><\/a><\/p>\n<p><strong>The PRC controls over 90 percent of the world\u2019s production of gallium, over 80 percent of the production of magnesium, tungsten, and bismuth, and over 70 percent of the production of graphite. <\/strong>China also controls between 40 and 50 percent of the world\u2019s supply of refined rare earth elements. Domestic production of critical minerals is comparatively weak, and the construction of new mines was repeatedly\u00a0<a href=\"https:\/\/www.heritage.org\/defense\/report\/securing-critical-mineral-supply-chains-defense-priority\">blocked<\/a>\u00a0by the Department of the Interior and the Environmental Protection Agency under President Joe Biden.<\/p>\n<p>If we are to successfully counter\u00a0<a href=\"https:\/\/www.dailysignal.com\/2025\/01\/05\/whats-store-2025-u-s-chinas-military\/\">Chinese influence in the Indo-Pacific<\/a>,<strong> it is imperative that we secure new sources of critical minerals and grow our ability to refine them.<\/strong><\/p>\n<p>In light of these challenges, <strong>President Donald Trump has indicated his intent to promote the production of critical minerals both at home and abroad.<\/strong><\/p>\n<p>The Ukraine minerals deal, which will set up a \u201c<a href=\"https:\/\/www.csis.org\/analysis\/breaking-down-us-ukraine-minerals-deal\">reconstruction investment fund<\/a>\u201d with the revenues from Ukrainian government-owned natural resources, is a significant step in the right direction.<\/p>\n<p><strong>The deal accomplishes several important goals.<\/strong><\/p>\n<p><strong>First,<\/strong> it provides capital for the reconstruction of Ukraine\u2019s devastated infrastructure and is designed to attract additional private sector investment, giving Ukraine a path toward financial recovery from the war.<\/p>\n<p><strong>Second,<\/strong> it compensates the U.S. for\u00a0<a href=\"https:\/\/www.dailysignal.com\/2024\/08\/21\/is-ukraine-bleeding-out-the-us\/\">billions of dollars\u2019 worth<\/a>\u00a0of military and financial assistance provided to Ukraine since the beginning of the invasion.<\/p>\n<p><strong>Third,<\/strong> it will create\u00a0<strong><a href=\"https:\/\/www.dailysignal.com\/2025\/02\/24\/trump-macron-discuss-sharing-burden-securing-peace-ukraine\/\">Western buy-in<\/a>\u00a0for the region\u2019s stability<\/strong> that could deter future Russian aggression in lieu of a formal security guarantee.<\/p>\n<p>Finally, and most importantly, it will give the U.S. a new source of the critical minerals and rare earth elements needed to\u00a0<a href=\"https:\/\/www.dailysignal.com\/2024\/12\/03\/china-escalates-trade-war-with-us-banning-exports-minerals-used-weaponry-semiconductors\/\">expand semiconductor production<\/a>\u00a0and rebuild and modernize the military.<\/p>\n<p><strong>Ukraine is of particular importance because it is one of the most resource-rich countries in Europe.<\/strong> The Ukrainian government estimates that the country contains\u00a0<a href=\"https:\/\/www.bbc.com\/news\/articles\/c20le8jn282o\">5 percent of the world\u2019s critical minerals<\/a>, with large deposits of graphite, titanium, lithium, beryllium, uranium, and rare earth elements. Moreover, because of a lack of capital and sophisticated mining technology, only 15 percent of deposits were being exploited when the invasion began in 2022.<\/p>\n<p>According to the director of a Ukrainian graphite factory, 7<strong>0 percent of Ukraine\u2019s critical minerals\u00a0<a href=\"https:\/\/www.bbc.com\/news\/articles\/ce8v69ndmd5o\">have not been mined<\/a>.
