{"id":1530417,"date":"2025-04-15T09:00:00","date_gmt":"2025-04-15T13:00:00","guid":{"rendered":"https:\/\/bugaluu.com\/news\/?p=1530417"},"modified":"2025-04-15T09:00:00","modified_gmt":"2025-04-15T13:00:00","slug":"world-bank-under-scrutiny-over-tajikistan-hydropower-project","status":"publish","type":"post","link":"https:\/\/bugaluu.com\/news\/world-bank-under-scrutiny-over-tajikistan-hydropower-project\/1530417\/","title":{"rendered":"World Bank Under Scrutiny Over Tajikistan Hydropower Project"},"content":{"rendered":"<p><span class=\"field field--name-title field--type-string field--label-hidden\">World Bank Under Scrutiny Over Tajikistan Hydropower Project<\/span><\/p>\n<div class=\"clearfix text-formatted field field--name-body field--type-text-with-summary field--label-hidden field__item\">\n<p><em>Via\u00a0\u00a0<a href=\"http:\/\/eurasianet.org\/\">Eurasianet.org,<\/a><\/em><\/p>\n<p>The World Bank is facing a formal complaint regarding its financing of the Rogun Dam project in Tajikistan, with allegations of inadequate assessment of environmental and socio-economic risks.<\/p>\n<p>Environmental organizations and concerned citizens argue that the Rogun Dam poses a significant threat to regional stability and water resources, particularly the Amu Darya River.<\/p>\n<p>Calls have been made for an immediate halt to the dam&#8217;s construction and a suspension of funding until a comprehensive and transparent investigation is conducted.<\/p>\n<p><strong>The World Bank is under fire over allegations of impropriety in financing the Rogun Dam project in Tajikistan. <\/strong>Specifically, bank officials are facing accusations that they failed to comply with procedures to account for potential environmental and socio-economic harms associated with the project.<\/p>\n<p><a href=\"https:\/\/cms.zerohedge.com\/s3\/files\/inline-images\/2025-04-14_imzjxbkpyu.jpg?itok=YTTMgM3o\"><\/a><\/p>\n<p>A\u00a0<a href=\"https:\/\/www.inspectionpanel.org\/sites\/default\/files\/cases\/documents\/175-Notice%20of%20Registration-8%20April%202025.pdf\">statement<\/a>\u00a0issued April 8 by the World Bank\u2019s Inspection Panel, an independent investigative body, announced the registration of a formal Request for Inspection, in effect a complaint, concerning the bank\u2019s involvement in the Rogun hydropower project (HPP). Bank officials now have three weeks to respond to the allegations raised in the complaint. At that point, the Inspection Panel will decide whether or not to conduct a formal investigation.<\/p>\n<p>The complaint was initiated in February by two concerned citizens in Turkmenistan and Uzbekistan with the assistance of a Kazakhstan-based environmental organization, Rivers without Boundaries.<\/p>\n<p><em><strong>\u201cThe Rogun HPP project in its current, unfinished form poses a colossal threat to environmental stability and the well-being of millions of people in Central Asia,\u201d <\/strong><\/em>said a\u00a0<a href=\"https:\/\/rivers.help\/n\/4699\">statement<\/a>\u00a0issued by Rivers without Boundaries.\u00a0<\/p>\n<p><em>\u201cThe applicants argue that the decision to finance the construction of the Rogun HPP was made by the World Bank&#8217;s Board of Directors despite an<strong> incomplete and outdated Environmental and Social Impact Assessment (ESIA), which does not adequately reflect the transboundary risks <\/strong>and cumulative impacts of the project on vulnerable ecosystems and people in the Amu Darya River basin.\u201d<\/em><\/p>\n<p>The complaint characterized the Rogun project, which currently has a price tag exceeding $8 billion, as among the \u201cmost expensive and time-consuming false solutions\u201d to address electricity shortages in Tajikistan and reduce carbon emissions. A\u00a0<a href=\"https:\/\/eurasianet.org\/tajikistan-rogun-dam-is-a-white-elephant-in-the-making-report\">study<\/a>\u00a0published by Rivers without Boundaries in late 2024 alleged that Rogun is a white elephant in the making, and is likely to be outmoded as an efficient and profitable generator of electricity before it becomes fully operational.<\/p>\n<p><strong>The World Bank\u00a0<a href=\"https:\/\/eurasianet.org\/is-crypto-keeping-tajikistans-rogun-dam-project-afloat\">approved<\/a>\u00a0a $350 million grant in December to be used to help complete the dam\u2019s first phase of construction.\u00a0<\/strong><\/p>\n<p>If built to its present specifications, Rogun would be the world\u2019s tallest dam, capable of producing 3,600 megawatts of power per year. Bank officials have described the project as a \u201ctransformative clean energy project that will improve domestic and regional welfare and contribute to the decarbonization of regional power grids in Central Asia.\u201d<\/p>\n<p><strong>Initial due diligence conducted by the Inspection Panel found that the complaint was \u201cnot frivolous, absurd, or anonymous.\u201d<\/strong><\/p>\n<p>The complaint alleges that World Bank officials relied on faulty and outdated data to evaluate the environmental impact of the dam\u2019s operation.
