The agency said the restructuring effort is expected to help it save about $748.8 million after completion.<\/p>\n<p>The EPA said it plans to create an Applied Science and Environmental Solutions Office that will enable it to focus on research and science \u201cmore than ever before,\u201d placing them \u201cat the forefront of rulemakings and technical assistance to states.\u201d<\/p>\n<p>EPA administrator Lee Zeldin said the reorganization i<strong>s intended to ensure the agency is \u201cbetter equipped than ever to deliver on our core mission of protecting human health<\/strong> <strong>and the environment<\/strong> while Powering the Great American Comeback\u201d under the Trump administration.<\/p>\n<p>\u201cThis reduction in force will ensure we can better fulfill that mission while being responsible stewards of your hard-earned tax dollars,\u201d he said.<\/p>\n<p>The Office of Research and Development functions as the EPA\u2019s scientific research arm, according to the agency\u2019s <a href=\"https:\/\/www.epa.gov\/aboutepa\/about-office-research-and-development-ord\">website<\/a>. The office carries out \u201cleading-edge research\u201d that \u201cinforms agency decisions and supports the emerging needs of EPA stakeholders, including the agency\u2019s state, tribal, and community partners,\u201d it stated.<\/p>\n<p>Critics said cutting the office\u2019s workforce will affect the EPA\u2019s ability to respond to those risks properly.<\/p>\n<p>Rep. Valerie Foushee (D-N.C.) <a href=\"https:\/\/foushee.house.gov\/media\/press-releases\/foushee-ross-lofgren-slam-trump-admins-decision-to-eliminate-epas-research-office\">said<\/a> on March 18 that the office is \u201cvital to understanding and addressing environmental risks.\u201d<\/p>\n<p>\u201c<strong>The Trump Administration\u2019s plan to dissolve the EPA\u2019s Office of Research and Development and lay-off over 1,000 scientists is yet another step in their scheme to fully gut this agency<\/strong>,\u201d Foushee said.<\/p>\n<p>The EPA had previously announced that it planned to enhance its scientific and research efforts within program offices to address its \u201cstatutory obligations and mission essential functions,\u201d particularly within its air, water, and chemical offices, according to its statement.<\/p>\n<p>The announcement followed the Supreme Court\u2019s <a href=\"https:\/\/www.theepochtimes.com\/us\/supreme-court-clears-way-for-federal-layoffs-5883594\">decision<\/a> on July 8 to lift a lower court ruling that had blocked the Trump administration from proceeding with mass layoffs of federal workers and an overhaul of federal agencies.<\/p>\n<p>Aside from the EPA, the State Department has also <a href=\"https:\/\/www.theepochtimes.com\/us\/state-department-says-reorganization-plan-to-move-ahead-quickly-after-supreme-court-ruling-5886058\">announced<\/a> plans to proceed with restructuring efforts following the Supreme Court ruling.
