Reuters\/Kylie Cooper\/File Photo<\/em><\/a><\/p>\n<p>Greer appeared on Fox Business program <a href=\"https:\/\/www.youtube.com\/watch?v=BNsTFwkMZ_Y\">Mornings With Maria<\/a>, and spoke with host Maria Bartiromo about a shift to tools such as Section 301 targets unfair trade practices, including forced labor in supply chains and industrial excess capacity, as the Trump administration <a href=\"https:\/\/www.theepochtimes.com\/article\/trumps-sweeping-tariffs-5810195\">seeks<\/a> to continue its sweeping tariff policy.\u00a0<\/p>\n<p><strong>\u201cSection 301 allows the office of the United States trade representative to investigate unfair trade practices on a country by country basis<\/strong>,\u201d Greer said. \u201cAnd we\u2019ve identified a lot of these. This includes things like people who use forced labor in their supply chains.\u201d<\/p>\n<\/p>\n<p>Greer says the new tool also could target countries with excess industrial capacity which builds beyond demand and floods U.S. markets.\u00a0<\/p>\n<p>Greer said investigations will include public comments, hearings, and consultations, whereafter Greer\u2019s office will prepare reports of their findings. If countries do not adhere to suggestions in the reports, they could face higher duties.\u00a0<\/p>\n<p>\u201c<strong>We expect to have continuity in what we\u2019re doing,<\/strong>\u201d Greer said, noting tariffs could exceed 15 percent for certain countries.\u00a0<\/p>\n<p>Greer also underscored the importance of enforcement.\u00a0<\/p>\n<p>\u201cA big point of all the deals we\u2019ve made over the past year, and these are real agreements, they\u2019re substantive,\u201d Greer said. \u201cAnd countries have made specific commitments to change some of these unfair trading practices, but we have to make sure they do it.\u201d\u00a0<\/p>\n<p>Greer said that the U.S. regularly discusses China\u2019s excess capacity with Beijing. He said he does not expect the country to address the problem fully, noting that tariffs on China would remain 35\u201350 percent based on products, which aligns with previous agreements.
