Plans to refurbish the tower were drawn up years before – again with a central aim of cutting greenhouse gas emissions. In 2012 the document explaining the reasons for refurbishing Grenfell Tower, produced by Max Fordham, said: ‘Improving the insulation levels of the walls, roof and windows is the top priority of this refurbishment’.
