Kevin Costner, Taylor Sheridan of “Yellowstone” fame, Clive Owen and Jerusha Hess, co-writer of “Napoleon Dynamite,” are slated to make new films in Utah. The Utah Governor’s Office of Economic Opportunity approved 13 productions under the state’s newly restructured rural tax incentive program.
