Following the collapse of the Soviet Union, Ukraine inherited a sizeable nuclear weapons infrastructure. Its sudden possession of the third largest nuclear arsenal in the world left this newly independent country with a strategic decision on whether to return the weapons to Russia or become a nuclear weapon state itself.
