America no longer looked like the land of opportunity, and few immigrants came. From the late ’30s to 1945, World War II locked Europe, Japan, and a great deal of the Pacific Rim in conflict. In the postwar period, much of Europe was physically and economically in ruin. Europeans started looking to America again as a place of refuge.
