XP’s Weather with NOAA, SkyMaxx and RWC (and others)

Question 3: Then regarding how XP’s weather works (with the NOAA plug in). NOAA handles the download of the METAR data. SkyMaxx picks up this data instead of the XP weather engine and renders it. RWC enhances this somehow. Can someone give a better explanation of how these 3 components fit together?
